Services

The OTR South SID Board has entered into a management agreement with 3CDC to administer the Services Plan. To carry out the items outlined in the Services Plan, 3CDC has an extensive team spread across numerous departments, and works closely with numerous key stakeholder and partner groups throughout the District.

Operations Team

The 3CDC Operations Team, including the Ambassadors, provide the following key services:

  • Community relations and safety

  • Detailed cleaning

  • Landscape and maintenance

  • Specialty projects

  • Snow removal

The Ambassador team provide services that go above and beyond what the City of Cincinnati can provide, including detailed cleaning and patrols along sidewalks, alleys and other public areas within the District. These services include litter patrols, graffiti abatement, large item removal, pressure washing, weeding and mulching, and other cleaning duties. The Ambassadors provide a clean, safe and welcoming environment for property owners, as well as merchants, residents and visitors.

The operations team meets regularly with staff from several City of Cincinnati Departments, including Public Services, Department of Transportation and Engineering, as well as Cincinnati Police to coordinate efforts in identifying and resolving issues, from replacing streetlights to criminal activity.

Staff also collaborates with local arts groups including the Cincinnati Parks Board and Keep Cincinnati Beautiful on identifying locations and coordinating with property owners on creating murals and other art installations to help beautify the neighborhood. The operations team works with various corporate groups and other organizations on volunteer activities that include litter patrols, painting, and other projects.

Social Outreach/GeneroCity 513

Part of the services provided by the District include outreach to those experiencing homelessness or panhandling. 3CDC employs Social Outreach workers in partnership with Greater Cincinnati Behavioral Health Services (GCBHS) to engage with those who are in need and connecting them with services, including housing, mental health services and treatment for addiction. This social outreach is part of the GeneroCity 513 initiative that focuses on helping those specifically in the urban core, through a multi-faceted approach, implemented through several programs: social outreach, the Jobs Van, and Donation Stations.

The Jobs Van Program, operated by City Gospel Mission, provides a positive alternative to panhandling by offering a day’s work, with pay, as well as a free lunch. While at the job location, which typically involves a beautification project or litter patrol, participants meet with social outreach workers who help to connect them with housing, employment, and mental health and substance abuse services. The Jobs Van operates 4 days a week and includes up to 10 participants each day.

The Donation Station program includes five re-purposed parking meters have been placed in various locations in downtown Cincinnati and Over-the-Rhine. Rather than collecting payment for parking, the meters serve the sole purpose of collecting donations to help our neighbors in need. Funds donated at the meters go to the GeneroCity 513 program.

GeneroCity 513 is a partnership between 3CDC, Downtown Cincinnati Inc. (DCI), the City of Cincinnati, City Gospel Mission, GCBHS, and Strategies to End Homelessness.

Operations staff with 3CDC meet regularly with the social outreach team at GCBHS and other social service agencies on tracking the connections made with those who are homeless and/or panhandling, and progress made on referring them to shelters, permanent housing, treatment, and other services.

Marketing and Events

Both the Operations and Events teams at 3CDC manage three civic spaces within the SID, including Washington Park, Ziegler Park, and Memorial Hall. While the Operations team manages the clean and safe activities at each location, the Events staff coordinates the event programming and marketing, and provides staffing for concessions and other logistical needs at each location. Along with promoting activities at each civic space, the Events team works with partner agencies such as the OTR Chamber of Commerce, MORTAR and other organizations to promote small businesses and attract more visitors to retailers, bars and restaurants, and other attractions within the SID.
